There is a few things that could be happening. The cable that is physically transferring the internet to your house could be slow, and you could be sharing that cable with somebody else in the area....

You are most likely paying for Mbps ( megaBITS per second ) and when downloading you see megaBYTES. A byte is 8 bits, so 30 Mega-bits-per-second = 3.75 Mega-Bytes-per-second
